The signage atop Nabanna, the 14-storey state secretariat in Howrah, was changed from blue and white to saffron on Monday.
Officials described it as part of maintenance and aesthetic work at some government establishments, with no official notification to repaint the entire building.
The change comes about two months after the BJP ended 15 years of Trinamool Congress rule, and the blue-and-white shades were long associated with the TMC.
The building itself remains blue and white for now.
