India Limits Minor Passport Validity to Five Years Under New Rules

The Government of India has notified new rules under the Passport (Amendment) Rules, 2026, published in the Gazette on Thursday, 18 September 2026.
Under the amended rule, ordinary 36-page passports issued to children under 15 will be valid for five years from the date of issue or until the child turns 18, whichever comes first.
The new rules amend the Passport Rules, 1980 and were notified by the Ministry of External Affairs.
The 15 September notification also amended Rule 8 on passport application fees.
Under the amended Rule 8, fees payable for each category of application will be as specified in Schedule IV of the rules.
The change matters because parents of young children will need to plan for shorter passport validity and possible renewals.
